U.S. issues preliminary anti-dumping ruling on Thai truck and bus tires

On May 15, 2024 (U.S. time), the U.S. Department of Commerce issued a preliminary anti-dumping ruling on Thai truck and bus tires. 

It believed that truck and bus tires imported from Thailand were sold in the United States at a price below fair value, and the preliminary ruling was that the dumping margin is as follows :

1. Pulin Chengshan (Thailand) Co., Ltd.: 0%;

2. Bridgestone Corporation: 2.35%;

3. The average tax rate for other enterprises is 2.35%.

On November 14, 2023, the U.S. Department of Commerce issued an announcement on the filing of this investigation. 

Since then, Bridgestone Corporation and Prinx Chengshan have been selected as mandatory respondent companies and have fully submitted the information and data required for this investigation in accordance with the requirements of the U.S. Department of Commerce. 

During the investigation, the U.S. Department of Commerce completed calculations of export prices, structured export prices, normal values and dumping margins based on enterprise responses. 

In addition, the Ministry of Commerce also analyzed whether there was an emergency situation and made a preliminary negative ruling.

For Pulin Chengshan Company, since its dumping margin is zero, its exported tires will not face customs clearance suspension or deposit requirements. However, for other companies, the U.S. Commerce Department will instruct U.S. Customs and Border Protection (CBP) to suspend customs clearance and require a deposit equal to the corresponding dumping margin.
