The U.S. Department of Commerce announced the preliminary anti-dumping ruling results of the 8th administrative review of Chinese passenger car and light truck tires on September 6, 2024, local time in the United States. Please see the preliminary anti-dumping ruling document for the attachment. The anti-dumping review period is from August 1, 2022 to July 31, 2023.


Anti-dumping:


Zhaoqing Junhong (mandatory respondent enterprise): 28.76%


Average tax rate enterprises (including Jiangsu General Science, Qingdao Transamerica and Winrun Tire): 28.76%


Enterprises that did not obtain the average tax rate (for a specific list, see the attached "List of enterprises that did not obtain the average tax rate for anti-dumping"): 76.46%


Enterprises that withdrew the review or had their review revoked (for a specific list, see the attached "List of enterprises that withdrew the review or had their review revoked"): These enterprises are not affected by the results of this review and still maintain the company's original tax rate.


It should be noted that the above-mentioned anti-dumping preliminary ruling rate is not actually implemented by the U.S. Customs, but the U.S. Department of Commerce informs all parties of the results of the preliminary ruling; the final rate of this review depends on the result of the final ruling, that is, only the final ruling rate will be implemented by the U.S. Customs, and the rate may change during the final ruling. The final anti-dumping ruling is expected to be made in February or March next year.
